Cressex, and three different kinds of roof in one estate

They need different answers. The terraces are usually a refurbishment decision driven by a core sample. The office and workspace buildings are detail-heavy roofs where cold-applied liquid systems handle the plant plinths and penetrations without hot works. The logistics units belong with industrial flat roofing, where the questions are cut edges, fastener washers and internal gutters.
The estate sits midway between Junction 4 of the M40 and the town centre, which is why it holds the occupier mix it does — and why very few of them can afford to be closed for a roof.
The valley: exposure, drainage and access
High Wycombe sits in a steep-sided chalk valley running down from the Chilterns, and the topography has three real consequences for a flat roof that do not apply in a town on the level.
Exposure is uneven. A building on the valley floor and a building part-way up the side are in materially different wind environments, and on the higher, more exposed sites the perimeter and corner suction is correspondingly greater. That is a calculation to BS EN 1991-1-4, not a judgement — and it is the most common place a specification gets quietly value-engineered, because a uniform fixing pattern is cheaper to price than a zoned one and looks identical until the storm that peels a corner back.
Drainage runs downhill and arrives fast. Surface water in a chalk valley moves quickly, and roof drainage that discharges into a system already under pressure backs up. Overflow provision is not a formality on these buildings. And access is genuinely constrained on the sloping sites — scaffold and staging cost more here than the same job on a flat site, which is worth knowing before you compare quotations that may not all have allowed for it.
Building Regulations and the thermal question
Buckinghamshire Council has been the unitary planning and building control authority since 2020. The trigger for a thermal upgrade is the national one: renovating more than 50% of the roof surface, or more than 25% of the whole building envelope, makes the roof a controlled thermal element that must reach around 0.18 W/m²K, proven by calculation for the actual build-up.
On the newer High Wycombe X units the thermal performance is already current, so the question rarely arises. On the older Cressex terraces it almost always does, and the added insulation depth is what drives the cost — not the membrane. Getting a U-value calculation alongside the quotation, rather than after it, is the single most useful thing you can ask for on a building of that age.

The scope is a localised strip and make-good at that plinth, then a cold-applied liquid system across the whole roof taken up every upstand and around every penetration, new outlets with overflow provision, and walkway protection on the routes to the plant so the next service visit does not undo the work. Does surface water in the valley affect roof drainage? It can. Water moves quickly down a chalk valley and roof drainage discharging into a system already under pressure will back up. Overflow provision is not a formality on these buildings — it is the thing that stops a blocked outlet becoming water inside the building, and it should appear explicitly in any proposal.
