Commercial flat roofing in the North West

How North West rainfall, large distribution estates and two city-region climate targets shape repair and re-roofing of commercial flat roofs.

How wet is the North West, and does the answer change by town?

It changes a great deal. The Met Office's 1991 to 2020 averages for England are 869.55 mm of rain, 135.21 days with 1 mm or more of rain and 45.15 days of air frost a year. Five North West stations sit a long way from that benchmark, in different directions.

StationAnnual rain (mm)Wet days (1 mm or more)Frost daysMean wind, knots (10 m)
Woodford, south of Manchester868.40156.4939.957.57
Crosby, Merseyside coast824.32146.9328.4211.68
Rochdale, Greater Manchester1,197.22170.7544.374.24
Stonyhurst, Lancashire1,314.51175.4237.59not reported
Shap, Cumbria1,862.91173.7371.067.95
England (regional average)869.55135.2145.158.35

A middling total hides frequent rain: Woodford's 868.40 mm is almost exactly England's, yet it has 156.49 wet days against 135.21. The Pennine edge takes far more. Rochdale is about 38 per cent above England's total and Stonyhurst about 51 per cent above (worked out here from the Met Office figures), and Shap is more than double. The Merseyside coast swaps rain for wind: Crosby's mean of 11.68 knots (a mean, not a gust) is well above 8.35, with only 28.42 frost days.

For a flat roof, wet days matter more than the annual total. A roof at Rochdale or Stonyhurst is wet on roughly 171 to 175 days a year, so a blocked outlet, a ponding patch or an open lap is tested week after week. Why flat roofs pond explains the falls question, UK rainfall by region sets the North West beside other regions, and commercial flat roof repair covers how leaks are traced.

Which North West sites hold the biggest roofs?

Four councils describe large sites in the region. The wording and figures below are theirs.

SitePublished byWhat it says
Trafford ParkTrafford CouncilA major employment area, home to 1,300 businesses and 35,000 employees
Port SalfordSalford City Council (record of 8 March 2021)A multi-modal shipping port and logistics hub on the Manchester Ship Canal, with potential for 320,000 sqm more employment space
Omega, WarringtonWarrington Borough CouncilThe largest mixed-use development site in the North West: 575 acres, delivered over 25 years
Knowsley Business ParkKnowsley CouncilOne of the largest employment sites in Europe, with over 800 businesses and 18,000 employees

Floor space is not roof area, but on a single-storey shed the two are close. Roofs at this scale mean long gutters, many rooflights and few outlets carrying a lot of water, and Omega's 25-year programme means roofs of many ages on one site. Industrial flat roofing covers how they are built and refurbished.

What do the region's jobs and business counts say about its buildings?

Nomis, which publishes Office for National Statistics data, puts the North West population at 7,772,854 in 2025 and counts 319,345 business local units in 2026, of which 1,420 have 250 or more employees. Manufacturing is 7.8 per cent of workforce jobs against 6.7 for the UK, while transportation and storage is 5.0 against 5.2 and construction 6.0 against 6.2. Manufacturing employs more people than transport and storage, by a wider margin than across the UK as a whole.

It also points to small occupiers: 83.0 per cent of local units have fewer than 10 employees. Small occupiers often share a roof with neighbours on a multi-let estate, and responsibility for it then depends on the lease; who pays for a commercial roof sets out the usual allocation.

What do the Greater Manchester and Liverpool City Region targets mean for a roof?

Greater Manchester Combined Authority says its Five-Year Environment Plan, launched in December 2024, shows its vision of being carbon neutral by 2038 is still achievable. Liverpool City Region Combined Authority said in July 2021 that it was the first to declare a climate emergency, in 2019, and had set a target of net zero carbon by 2040. Trafford Council calls Trafford Park its largest source of emissions and says decarbonising it is crucial to its own 2038 goal.

These are aims for areas and public bodies, not building standards. They shape the brief: landlords, public-sector occupiers and larger tenants may ask for more insulation, or a deck that can later carry panels, when a re-roof falls due. The legal minimum in England stays with the Building Regulations, covered in this guide to approval for flat roof replacement, and the cost guide explains what drives the price of the work.

Does the Liverpool City Region Freeport change how roof work is done?

The sources describe tax designations, not roof rules. The Treasury's 2022 regulations designate three tax sites, 3MG, Parkside East and West, and Wirral Waters, taking effect on 22 March 2022. The combined authority describes the wider freeport area as a 45km diameter from Wirral Waters in the west to Port Salford in the east, covering all six local authorities, and says tax sites offer occupiers business rates relief and other incentives to support capital investment, skills and employment. Neither source mentions roofing or building requirements, so the check for a specific project is still the Building Regulations guidance and building control.

When in the year should a North West re-roof start?

The Work at Height Regulations 2005 say an employer must ensure that work at height is carried out only when the weather conditions do not jeopardise the health or safety of persons involved in the work. In a wet region that is a programming issue. Met Office monthly averages for Blackpool Squires Gate (1991 to 2020) run from 48.66 mm of rain in April to 101.35 mm in October, and from 9.87 wet days in April to 15.73 in November. One coastal station is no forecast for every site, but a start in October opens a roof just as the rain peaks. Where a roof cannot be closed in a day, a temporary roof can keep the building dry between stages, and the Work at Height Regulations and roof work covers the duty itself.

Which city pages cover Manchester and Liverpool in detail?

Manchester and Liverpool go into estates and building stock at city level, and commercial flat roof repair is the starting point for a leak on a specific building. You can send an enquiry through the form on this site about repair or refurbishment on that building.

Commercial flat roofing questions in the North West

Is the Pennine side of Greater Manchester wetter than the southern fringe?

On the Met Office's 1991 to 2020 averages, Rochdale receives 1,197.22 mm a year against 868.40 mm at Woodford, south of Manchester, and has 170.75 wet days against 156.49. The gap is a reason to check drainage capacity first on Pennine-edge sites.

Do Greater Manchester and Liverpool City Region share a net zero date?

No. Greater Manchester Combined Authority refers to being carbon neutral by 2038, while Liverpool City Region Combined Authority said in 2021 that its target was net zero carbon by 2040. Councils below them, such as Trafford, state their own goals, so check the authority for the building's area.

Which sites are Liverpool City Region Freeport tax sites?

The 2022 regulations designate 3MG, Parkside East and West, and Wirral Waters. Salford City Council's 2021 record describes Port Salford as a customs site within the freeport bid, which is a different category from a tax site.

Does Trafford Council's 2038 goal apply to private roof owners?

The council calls net zero by 2038 its own goal and describes the Bee Net Zero Trafford Park initiative as support for businesses, not a rule a roof must meet. The Building Regulations remain the legal test for roof work.
