Commercial flat roofing in the West Midlands

How the Black Country's older industrial stock, motorway logistics sites and new investment zones affect repair and re-roofing of commercial flat roofs in the West Midlands.

Why does a West Midlands roof job usually start with an asbestos question?

Because so many industrial buildings in the region date from before 2000. The Health and Safety Executive says asbestos was used in many industries and buildings until it was banned in 1999, and that buildings constructed after 2000 are unlikely to contain it. Dudley Council calls its borough the heart of the Black Country, built on rich industrial heritage, and estates in districts with that history are likely to include buildings that fall on the wrong side of the 2000 line.

The law then sets out who must act. HSE says the duty to manage asbestos covers all non-domestic premises, like factories or shops. Under regulation 4 of the Control of Asbestos Regulations 2012, the dutyholder includes every person who has, by virtue of a contract or tenancy, an obligation of any extent in relation to the maintenance or repair of non-domestic premises, so in a leased unit the landlord, the tenant or both can hold it. The dutyholder is expected to presume materials contain asbestos unless there is strong evidence that they do not, and to keep a record or register of where it is and what condition it is in.

For a roof, the practical step is to ask for that register before any repair or refurbishment is planned. HSE adds that a refurbishment or demolition survey must be carried out by a competent surveyor. Asbestos cement sheets and over-cladding are a separate decision, set out in asbestos cement roofs: overclad, encapsulate or remove. Where the register shows nothing of concern in the roof build-up, commercial flat roof repair explains how a leak is traced and fixed.

Where are the newest large roofs in the West Midlands?

Across motorway estates and investment sites. In the Office for National Statistics workforce jobs series on Nomis, transportation and storage is 7.2% of West Midlands jobs against 5.2% across the UK, and manufacturing is 8.5% against 6.7%. The population was estimated at 6,205,854 in 2025, and business counts list 1,145 local units with 250 or more employees.

GOV.UK places West Midlands Giga Park north and largely south of the A45 Stonebridge Highway, next to Coventry airport. New buildings on sites like these raise the opposite questions to the Black Country's older stock: not what is in the roof, but how it was designed. Check what loading a new deck was designed for if panels are planned (see whether a deck can carry solar panels), and what conditions any manufacturer's or installer's guarantee places on repairs.

How wet and frosty is the region compared with England?

Slightly drier and, in places, frostier. The Met Office's England average for 1991 to 2020 is 869.55 mm of rain, 135.21 days with 1 mm or more of rain and 45.15 days of air frost a year. Three West Midlands stations compare as follows:

StationRainfall (mm a year)Days with 1 mm or more of rainDays of air frostMean wind at 10 m (knots)
Winterbourne, University of Birmingham809.28132.5141.66not reported
Ross-on-Wye, Herefordshire764.30121.0938.565.65
Preston Montford, Shropshire684.98127.8648.26not reported

All three record less rain than the England average. Frost differs more: Preston Montford in Shropshire, at 48.26 days, is above England's 45.15, while Birmingham at 41.66 and Ross-on-Wye at 38.56 sit below it. Birmingham has the most wet days of the three, 132.51 a year, which keeps outlets and falls working often. For a flat roof the pattern means two jobs: clearing drainage before the wetter months, and checking splits and laps before the colder ones, since water held in a defect can freeze and thaw many times a winter.

Does the West Midlands net zero plan reach commercial roofs?

Indirectly. The West Midlands Combined Authority says it declared a climate emergency in 2019 and set out a vision to make the West Midlands net zero by 2041, and its Climate Change Five Year Plan covers 2026 to 2031. Seven councils have full voting rights on the authority: Birmingham, Wolverhampton, Coventry, Dudley, Sandwell, Solihull and Walsall. Those are targets for a region and its public bodies, not a standard for a private roof. Where they bite is in briefs from landlords, public occupiers and larger tenants who may ask for more insulation or panel-ready decks when a roof is next renewed, a stage covered by commercial flat roof refurbishment.

Where do the city pages go further?

This page covers the region as a whole. See Birmingham, Coventry, Wolverhampton and Stoke-on-Trent for estates and building stock at city level. The cost guide sets out what drives the price of roof work, and a request for repair or refurbishment on a specific building can be sent through the form on this site.

Commercial flat roofing questions in the West Midlands

Is a 1990s industrial unit likely to contain asbestos?

It can. HSE says asbestos was used in many industries and buildings until it was banned in 1999, and that buildings constructed after 2000 are unlikely to contain it. A unit from the 1990s falls in the window where it is possible, so the asbestos register should be checked before work.

Who holds the duty to manage asbestos in a leased unit?

Regulation 4 of the Control of Asbestos Regulations 2012 makes the dutyholder every person who has, by virtue of a contract or tenancy, an obligation of any extent in relation to the maintenance or repair of non-domestic premises. Depending on the lease, that can be the landlord, the tenant or both. The lease and the register should be read together.

What are the West Midlands Investment Zone tax sites?

GOV.UK lists two: Birmingham Knowledge Quarter and West Midlands Giga Park. They were designated with effect from 8 April 2024. The page is about tax reliefs for businesses and sets no building or roofing requirements.

Is Birmingham wetter than the England average?

No. The Met Office's Winterbourne station at the University of Birmingham records 809.28 mm of rain a year for 1991 to 2020, against 869.55 mm for England. It still records 132.51 days a year with 1 mm or more of rain, so drainage works regularly.
